Punjab Green Tracer Scheme

The Punjab Green Tracer Scheme is an innovative initiative launched by the Government of Punjab, Pakistan, under the leadership of Chief Minister Maryam Nawaz Sharif. It is a key part of the broader “Clean and Green Punjab” agenda.

The primary goal is to combat environmental pollution, particularly from industrial and urban waste, by ensuring that we properly collect, transport, treat, and dispose of waste. The scheme uses modern technology to bring transparency and accountability to the entire waste management chain.

  1. Real-Time Monitoring: To track the movement of waste from its source (factories, cities) to its final designated disposal site (landfills, recycling centers, treatment plants).
  2. Prevent Illegal Dumping: To eliminate the common practice of illegally dumping industrial and municipal waste on empty plots, agricultural land, or into waterways.
  3. Environmental Protection: To significantly reduce soil and water pollution, protecting public health and agriculture.
  4. Data-Driven Policy: To create a database of waste generation and movement to help formulate better environmental policies.
  5. Hold Polluters Accountable: To identify and penalize industries and contractors who violate waste disposal regulations.

The scheme relies on technology to “trace” waste trucks:

  • GPS Tracking: All vehicles (trucks, tractor-trolleys) officially hired for waste transportation are fitted with GPS tracking devices.
  • Designated Routes & Landfills: The system has pre-defined, geoofenced routes and authorized landfill sites.
  • Central Control Room: A central monitoring system receives real-time data from all GPS devices. Authorities can see the live location of every vehicle, its route, speed, and most importantly, its final stopping point.
  • Alerts for Deviations: If a vehicle deviates from its assigned route or stops at an unauthorized location (indicating potential illegal dumping), the system immediately generates an alert.
  • Evidence for Action: This digital evidence allows environmental protection agencies (like the Punjab Environmental Protection Department – EPD) to take swift legal action against the violators.

The scheme initially focuses on:

  • Industrial Waste: Particularly from factories in major industrial zones like Faisalabad, Lahore, and Sialkot.
  • Municipal Solid Waste: Waste collected from cities and towns.
  • Hospital/Medical Waste: To ensure its safe disposal.

The scheme was rolled out in phases starting in 2023. The government’s vision is to have it fully implemented and scaled across the entire province. By 2026, the goals might include:

  • 100% coverage of all major industrial units and urban centers.
  • Integration with other smart city initiatives.
  • A significant measurable reduction in pollution levels in Punjab’s rivers and soils.
  • Increased recycling rates by ensuring waste reaches proper facilities.

  • Industries must ensure they only hire government-registered and GPS-fitted waste transportation contractors.
  • Citizens can report illegal dumping or vehicles without GPS trackers to the local administration or the Punjab Environmental Protection Department.
